That looks like the standard small jurisdiction scam of “catching” non-local drivers for speeding and attempting to shake them down for a big fee simply to avoid the inconvenience to their travels.

Have stories among friends about this from years ago including one’s father who told them to lock them up since that would cost the jurisdiction money feeding him and keeping a deputy on hand to oversee the jail while he was in it.
