I pissed off someone on Facebook this morning by noting if people or a nation are living in fear then the terrorists have won.

It’s so obvious that pointing it out shouldn’t be controversial. FFS just the term makes it clear. Terrorist: some scumbag with the goal of instilling terror in others.
