Same with the BQE and the Cross Bronx. In the latter, it’s a straight shot through poor black neighborhoods. The Gowanus route was picked to maximize pain on local community, instead of shifting it over to 2d Ave (closer to waterfront). Heck, the Triboro bridge was sited so as to help out a rich pal.
