Holy fuck. I think the coldest temps I’ve been was 0. I can’t imagine being in a negative 28 wind chill.

About 35 years ago, we had to sew up a wound on a horse when the wind chill was -45. It took all day, because we could only manage about 1/4 inch at a time before we froze solid and had to go back inside and thaw out. We had to thaw that 1/4 inch out with hot packs before we could sew it up. I didn’t like being cold before that, and AFTER that, I just can’t STAND it!
