The big question is how was Hamas able to store 20 rockets in the school without the UN’s knowledge? Wouldn’t you think they know who is coming and going in the school and someone entering the school with rockets would be noticed?

The school building was abandoned or closed. UNRWA should do a better job policing its facilities, but we have no way to know when those rockets were put there, let alone whether there was complicity between Hamas and some UNRWA official/worker.

We know that UNRWA reported the find (and a second one the prior week) - verifying what Israel had long believed - that Hamas was using UNRWA sites for storing weapons. That opens the door for Israel to believe that Hamas stashed weapons at other locations UNRWA operates. It puts all those Gazans seeking refuge at UNRWA facilities in harms way.

Moreover, it’s clear that Hamas has no problem operating in and among civilians, including at al Shifra Hospital in Gaza City.

But because they can blend in with civilians (they’re not wearing uniforms), they can slip in and out unnoticed. [Supposition warning]: It’s further possible that Hamas brought in these particular weapons piece by piece, and then put them together on site. By themselves, the parts wouldn’t look like much - plumbing or HVAC components, but reassembled and you’ve got missiles.
