TBH, I have not checked that statement. We’re dealing with four legal jurisdictions: the Bahamas (where the girl was), the UK (where the Ecuadorian embassy is), Ecuadorian territory (where Assange is), and the USA (where the website is located). I’m not sure which jurisdiction has the primary responsibility, but it’s a reasonable assumption that the “state actor” who cut off Assange’s Internet was either the UK or Ecuador.
