As a practical matter people for the most part aren’t likely to surrender such value for nothing, the government should create an incentive to register them by creating a tax credit for turning registered weapons in and make them non inheritable. A progressive estate tax & letting people bank any excess credits for use against future income would also help motivate compliance.

Better loosen the pre-Law admissions standards. We’re gonna need a lot of lawyers.
