This is the flagship group that TOTUS worked/ organized for. This is a group that has sucked tax dollars for years. There is no acceptable level of rot, IMO.

Not at all. Just that you can’t accurately judge the situation if you don’t have all the information and this is one bit of information that is being left out of these discussions. It’s currently impossible to judge how much rot there is and how deep it gos.
