as with a lot of things we discuss here, passing a law to end BC (NOT retroactively) won’t stop it from happening. as part of a comprehensive plan, the rate would probably drop over time.

the arc of immigration reform is gonna be a long one - just like every other contentious issue. not only is it a finance issue for employers, it too, is a vote getter and political money raiser

I did not say end it, I said that I would support revising it. I see that it is way too touchy an issue to broach here.
