Mainly because in the ’30s, the Democratic Party was Congressionally dependent (especially in the Senate) on its Southern bloc: of whose top ten (permanent) legislative aims, maintenance of white supremacy and legal segregation were nine of them.

Sorta like the way that the GOP majority is too beholden to the extreme right to risk doing anything to alienate them, no matter how extreme they get in their rhetoric and actions…
