Ok, I would start with people who are 50 and younger now. A portion of their medicare benefits, over a certain amount would get clawed back in taxes based on income. For anyone 51 and older in 2013 their benefits would not change.

That’s a reasonable suggestion. It will put you at odds with Grover Norquist, however (though that’s OK with me).
