So according to Marco Rubio, the GOP might well kill immigration reform because Benghazi. Yes, really:

He has a point there. For immigration reform to work, its going to need trust and part of that trust is making sure it can’t be “juked” at a later date by a president to favor his party. My own preference would be to establish in the immigration reform law that executive orders may not be issued for the law’s implementation. If something goes wrong, then Congress needs to change the law. The result would be slow and cumbersome, but it would eliminate the EO concern.
