Yes, which means Mexico isn’t paying for it. Hypothetically it hurts them in that it reduces sales, but their hurt doesn’t translate into paying for the wall. Also they can and will retaliate on US made goods. It’s a lose lose proposition. There’s a reason tariff wars haven’t been popular for the last half century, everyone (until now) looked at how they worsened and prolonged the Great Depression and realized there was a better way.

Trump seems to think it’s like one of his own business deals: He threatens to cut off “access” or “business” and the other side acquiesces to his demands. In the real world, when we tell our close trade partners that we’re altering the terms of the deal, they respond back “Two can play that game.”
