not really, but Chicago has institutionalized corruption…it’s part of the fabric of American politics…another is NM where I live, same exact thing on a smaller scale…corruption out here is generally accepted as business as usual…I don’t mind so much as long as the corruption does not involve murder and mayhem and it pretty much doesn’t in Chicago…but Chicago is a fabulous gold mine, there for the taking…you can inspect manhole covers and make 200k a year with heavy perks

OK, if Chicago and Louisiana and NM are all havens for corruption, maybe we can start assuming it’s the norm rather than the exception. I know Chicago is a particularly rough town, but maybe part of its “success” is just that it has better p.r.
