Considering that water has no regard for state borders and that riverways and lakes often cross boundaries, Congress properly passed the Clean Water Act to deal with issues - clean water is an interstate issue, not one that can or should be left to individual states.

That said, if a particular state wants to impose regulations that are far more strict than the federal standards, they are free to do so. No state should be able to impose regulations that are weaker than the federal standards.
