Both the questioner and answerer are bullshit. 150 million is generally the amount given when you count famines and disease swathes and stuff like that, and it’s across all Communist regimes. It’s as accurate as blaming deaths during the Dust Bowl in the US on democracy and on our leaders at the time.

Anyway, Stalin committed plenty of state murders, tons of them, as well as sending people to be worked to death, etc. So the whole “Hasn’t committed one crime” is also lunacy.
