We needed a stamp in Washington up until the primary this year. When Oregon started mail-in voting, their ballots were postpaid, but the Republicans sued, calling it “buying votes”. WA didn’t want to repeat their experience. I don’t know what suddenly changed.

Somebody probably pointed out that requiring a stamp could be construed as a poll tax
