Practically he can’t remove him at all. Unless he voluntarily resigns Pence will be VP until January 20th, 2020. If Trump wants to run with someone else instead then Pence’s continued presence in DC will be awkward, to say the least. If Pence caves to Trump’s demands and resigns then both chambers of Congress must approve Trump’s nominee to replace him, or else Nancy Pelosi becomes first in the line of succession.
