War crimes:
Placing weapons in civilian neighborhoods.

WAR CRIMES*One Million.
Placing explosive charges in Europe’s largest nuclear facility, and threatening to set them off making a bare minimum of hundreds of square miles uninhabitable for decades, with the potential to kill hundreds of thousands, either directly or through radiation exposure.

(In war, no one is pure, but some actions are orders of magnitude more justifiable than others.)
