Correct. And we continue to see states lag behind NY. NY should have issued the stay at home order sooner too. It issued the cordon around New Rochelle on March 10, thinking that it might be enough, but by then it was already out in the community and insufficient testing made containment all but impossible.

No state is doing nearly enough testing. In sheer numbers, NY is doing more testing than anywhere else, but on a per capita basis, other states are doing a better job.
