Yes, they still exist. Mostly used by “psychic hotlines” and sex chats, voting for television or radio shows, and other such things.
A Supreme Court decision allowed a regulation to go in place that required people to “opt-in” to be able to dial 976 numbers after a child in California allegedly ran up thousands of dollars of calls in a month.
Scams are still perpetrated using the area code for the Caribbean - the call then redirects to a 976 number running up telephone charges (cramming). AT&T in 2014 settled for over $100 million in such a case.
Software also exists (though less common now) that will take a computer’s dialer and call 976 numbers without the knowledge of the computer owner, running up telephone charges.
