Rep. Joe Wilson member of Confederate group?

According to the wikipedia entry this group has experienced non-stop infighting for the last decade. It would help to know if Wilson joined when they had a more benign reputation or more recently. Unless that can be stipulated insinuating that his outburst was racially motivated seems like a stretch.
