I have no doubt there’s an element of fear and intimidation as well. The UN has to make some difficult choices in areas with Taliban, al Qaeda, ISIS, Boko Haram, etc. Sometimes it’s too dangerous to operate in certain areas.
But you didn’t mention fear.
I also find it likely that there is at least some tacit support, if not cooperation, from people in these civilians sites. Hospital workers, techers, administrators almost certainly know when rockets are launched nearby and when combatants are in their facilities.
I highly doubt that hospital workers and teachers support storing ammunition in those settings.
