If virtual learning has failed, it’s largely because too much of the country lacks access to high speed internet that allows school systems to provide live learning sessions. In a saner nation, the WH might put forward an infrastructure bill in the vein of the Rural Electrification Act to get the rest of the country up to speed with “elites” on the coasts. But instead, we get a political party that uses their own negligence towards their constituents to argue that cramming them into poorly-funded schools is the “only” means of providing education.

Virtual learning is doomed to fail except for the affluent in non-lab high school and college level classes. You need more than high speed internet; each child needs their own computer and their own room; you need someone to supervise to make sure that the students are working and not playing with their legos. Also, children need to interact in person with others of their age. Too many homes don’t have the luxury of providing a quiet place for students to work and study.
