The proportional distribution of Representatives in the House also effects the small population States. For example look at land use allocations. If the majority of the CA Representatives want to create a wilderness in Wyoming, it happens. No matter what the Wyoming Representative wants. This is just a part of the distrust the smaller populated states have against the more populated states.

Having been a resident of Wyoming and Alaska I have seen this happen many times. The larger states just steamroll legislation against what the smaller population states feel is their best interest.
