Have a vote monitor, and let the prisoners in one at a time. You can even do one per room to speed things up. Make the voting box so that it can’t be opened from inside the prison.

Here’s another concern: access to media is pretty tightly controlled in prison, isn’t it? What if the only access to information is Fox?

There is more than one way to insure votes go the way you want when you have absolute control over the voters.
