Of course. They make occasional plays at suddenly “getting” minority voters and trying to appeal to them, but that only last as long as the next election cycle. The rest of the time, much like the “All Lives Matter” horseshit, they lie to everything (including themselves) that their policies are helpful to all and so they have no need to appeal to minorities. That if minorities won’t vote for them, it’s not a flaw in their approach, it’s some shadowy influence or inherent flaw in those voters.

The obvious facts (for some values of “obvious”) they choose to ignore

1. 30% or more of black voters lean conservative on foreign policy, national security, small business regulations, education, the churchy stuff, any number of issues; and
2. Most of those voters vote Democrat anyway; mostly because Civil Rights (voting rights) is their top shelf issue that outweighs everything else.

The Democrats don’t have to do or say much of anything to attract black voters, because Republicans work so hard to repel said voters.
