For one thing, the n-word simply doesn’t fit any context. “Govt n***” isn’t really a phrase that would roll off the tongue in this context.

As he was talking about foreign policy before and after (anti-war, …, US source for division, pull out/pull back), this may have had something to do with “government negotiating with Iran” (which was one of the issues during the 2008 campaign, “pre-conditions” and all that) or “with terrorists”.
