Big Pharma would be the big loser, with the prison-industrial complex a close second. The amount of money involved in both legal and illegal drugs makes this the most entrenched stupidity we have, I think. Any changes would mean somebody’s cash flow gets cut off, so they spread their cash around to prevent changes.

Don’t forget the distillers, brewers, vintners, distributors and everyone else in the almost $400 billion alcohol industry in the US.
