This seems to be a positive part of socializing medical costs, and preventive care and early treatment are a big part of keeping costs down. A lot of these screenings offer free follow-up programs (administered by 3rd parties) to help people with problems.

Please explain how this is in any way ‘socializing’ medical costs.
