That’s one way of putting it. Another is that Netanyahu historically refuses to compromise on anything, even measures that he has agreed to in the past. There’s not much point in trying to negotiate with someone who refuses to negotiate.
Not to say that the other side is perfect either; but their problem seems to be less a complete unwillingness to compromise, but the organizational inability to fulfill their promises.
