That’s not what Trent Humphries said. He said that we should wait before having that conversation. The changes needed to do what you propose (assuming they are feasible) will require a act of Congress. Such things need to be worked out deliberately.

Dark how do we expect congress to start acting on this if we don’t start having a discussion about it and realize how important the issue is and what ideas we want congress to enact when they do pass a law?
