How can the ACA be improved?
One shortcoming, according to John S. Toussaint HBR, is that too many people are opting out of coverage and chosing the small penalty. In the article he lists some possible improvements.

We know the ACA won’t get improved anytime soon. Fortunately I think the CBO is correct that the insurance market is stable, thanks to the subsidies that 80% of exchange purchasers get. We’ll have to wait until Democrats regain power to improve the ACA, but even as it is its much better than the pre-Obamacare era, when people in need of medical care couldn’t get insurance at all.
