These were spots on a private parking lot, so I do not know what the legislation is there, I got the general impression that the manager was unaware or indifferent and/or just following orders.
Handicap parking is covered under the ADA for private businesses, and is a violation of Federal law if the minimum number of spaces are not available.
That said, police are not required to enforce Federal laws. A person can sue, but youโre left with the problem of โis it worth it, or do I just take my business elsewhere?โ (If enough people do the latter, then you wind up with one of two situations: The owner notices the drop in business, or the other businesses start doing the same and you have Jim Crow for handicap parking.)
