Not to diminish the direct impact on LGBT people in Uganda, but it occurs to me that the “gay ban” is pretty much the perfect political tool for criminalizing dissent: it’s an accusation that you really can’t make go away, And even if you don’t meet the standards for conviction, you’re likely to experience social exile, since other people won’t want to be penalized for not “reporting” you after the public accusation.
