We have to remember that impeachment requires a criminal act. As of this very moment, we’ve got a suspicion but no concrete evidence that the White House (read: Bannon) has ordered CBP to defy a federal court order. Until we have that, then they could conceivably offer the defense in court that this was a decision made further down the chain of command and whoever made it was doing so of his own volition.

Trump’s such a blowhard that he’d likely implicate himself. “Yeah, of course I told ‘em not to obey some court order….I’m the President, goddammit, they do what I tell ‘em to do!!”
