Willing or too scared to say anything. I never said Hamas were ninjas. But they do carry guns, and are known to be on the radical side. People may know what’s going on, but that doesn’t mean they would be willing to put their necks on the line to say something, and I can’t say that I blame them.

You’re putting a lot of volition on these hospital/school workers in a situation where there are other people with guns and a huge network of support.

Hamas is well-known for executing people they consider to be collaborators. Defenestration being among the methods used. So, if you’re going to inform UNRWA that there are missiles or bombs in a UNRWA facility, Hamas might consider that to be the act of a collaborationist.
