I think additional taxes are a hard sell.

If we had a mechanism to ensure that the market price of a product fully reflected all its associated costs (including disposal and downstream costs), then the market would fix things on its own.

The unregulated Free market in its current form is not the way to go about that. In fact, a large share of the profits generated by our current Free Market are the result of socializing the downstream costs, be they in the form of environmental, health or safety hazards.
