No idea. I was only making an observation from a very limited perspective with regard to laws being deterrents and it’s not a blanket condemnation. IMO a law is more likely to deter behavior in reverse proportion to how serious the “crime”. i.e. a 200 dollar parking fine might stop you from parking illegally but if you are pissed at someone and want to kill them, I’m pretty sure the law isn’t going to stop you at all.
