Cities and states have the right to decree that smoking is forbidden in public settings, or to decree that it is forbidden in most public settings but allowed in bars, or allowed out of doors, or any permutation of all that.

I don’t see how they would get the authority to outlaw tobacco entirely.

The federal government should leave such questions to the cities and the states, rather than try to be the sole author of law on every conceivable matter. Cities and states can write laws good, bad, silly, or wise. Then we can stand back and watch how they work out. It’s a form of parallel processing.
