They’d at least acknowledged that much and started working on synthetic fuel plants, as well as the (botched) effort to secure the oil reserves in Caucuses. But even then, every gallon that Hitler was making sure was not being taken away from the civilian population was a gallon that wasn’t going into a tank or a fighter.
