In some fact patterns, sure. But fortunately we’re not talking generally here - we’re talking specifics. With that in mind, I’ll rephrase - what is the difference between unintended consequences and blowback with respect to American actions in Iran and Afghanistan?
Blowback is a tad loaded and implies that one screwed up. Unintended consequences is just that - you did X, X might have been a good idea, but now you have Y and Z to deal with because of it.
