Thanks for the zoning map. In fact, it looks like the group couldn’t find any other property zoned C6-4 in Lower Manhattan further away within CB1.

The other properties zoned C6-4 are across the street from City Hall outside the district or a parcel in Battery Park City diagonally across from Ground Zero - direct line of sight.

The C6-4 has a floor area ratio of 10 (medium bulk office building).
