Avanti, you more than anyone should know this very problem was the genesis of our Navy.

The Barbary coast plundered our commercial vessels, sold crews into slavery, and we developed a response to this.

I don’t claim to have perfect working knowledge (green corpsman) but the idea that somehow the actuaries decided the costs of keeping weapons aboard, versus the costs of piracy seems an odd concept to me.
