Dark how do we expect congress to start acting on this if we don’t start having a discussion about it and realize how important the issue is and what ideas we want congress to enact when they do pass a law?

He was essentially saying “Wait till we have time to heal.” At most, he didn’t want to get put on the spot. The decision as to what legislation to argue for is a political one, and he didn’t want to have that discussion just yet. For him to try to articulate a position would have been to walk into a minefield.
