Short of just shredding Posse Comitatus, there’s no real way for Trump to do more than implore governors/mayors to “reopen” America. And even if the red states go along with this, what are they going to do when businesses refuse to reopen? Nationalize them? Send in the National Guard to bust in the doors and force workers back to work at gunpoint?

About the only thing you’re going to see when he “reopens” America is a patchwork quilt of governments and businesses going along, while the rest choose to either follow the CDC or just outright flip him the bird on the national stage.
