I’m no lawyer, but I’m almost positive if someone does something today which is legal, you can’t pass a new law tomorrow, then charge the person for breaking a law that didn’t exist yesterday. Grandfathering or something.

You’re correct. There’s a term for it - which I can’t remember - but it’s specifically called out in the Constitution that such actions are illegal. King George, apparently, was fond of declaring laws for the purpose of imprisoning his enemies.
