The head of the CIA does do a large bit of internal policy setting as well as having a role in setting the culture.
Frum made a good point the other day that although these appointees don’t make policy but they can influence it. If the head of the CIA or Pentagon is asked to conduct a threat assessment or explore the feasibility of some sort of action they can influence the results by saying “this will never work”, “that isn’t a problem”, “it’s going to be too costly”, etc.
