What changes will the rebranding of the consulate entail? The ambassador and his staff will relocate there? There will be an upgrade to the security? Certain responsibilities will be transferred there?

Probably something similar (especially as The Donald has seemingly given the Jerusalem move a fairly limited budget): Up to me, I’d do a minimal remodel at the (former) Consulate to accommodate the official staff - change the signs from “Consulate” to “Embassy”, and leave most everything else back in Tel Aviv (changing the signs from “Embassy” to “Consulate” or “Embassy Annex” or whatever). Thus saving the move money for the important stuff, like publicity for Trump…
