I live on the Rhine, where, in the Golden Age of Individual Entrepreneurship and Weak Central Government, you had to pay a toll every couple of miles to be allowed to pass.

Not that the barons were providing any sort of service in exchange for the tolls in the form of improvements, the only service they provided was not killing you and keeping everything you owned.
